GREEN VALLEY LITTLE LEAGUE BYLAWS
2025 SEASON
- The Green Valley Little League shall operate utilizing the Little League Operating Manual and Little League Baseball Rule Books, Constitution, Bylaws, and Local Rules established to operate the league. If the local rules or bylaws do not cover situations that arise, then the Official Little League Constitution, Bylaws, and Rules shall apply. This section gives the Board of Directors and each Divisional Director the authority to set and operate under a set of local rules each year.
- The Green Valley Little League Board of Directors identified as the board throughout this document is responsible for writing, updating, and enforcing the local bylaws and rules. The local bylaws shall be reviewed and/or updated each year by all board members. The local rules shall not be part of the Green Valley Little League Bylaws but are written and enforced by direction of the bylaws. The local rules shall not contradict the Official Little League rules as written. The board shall not approve any interleague rules that contradict or violate the Official Little League rules as written.
- The Green Valley Little League will also have an Executive Board which consists of the following members: The President, the Vice-President, Treasurer, Secretary & Player Agent. The Executive Board has the duty to transact the business of the League including policy matters and programs; and to perform such other duties as may be deemed to pertain to the advancement, welfare and the best interest of Green Valley Little League and its players and parents.
- The board shall approve ALL operational transactions of the league. The board shall have approval authority for all rule interpretations that are not provided by Little League Headquarters. No board member shall interfere with any game that is under the jurisdiction of an approved umpire. Board member influence at any game is restricted to outside the playing field and as directed by an umpire when requested.
- A designated committee shall review and update local & divisional rules each year. These rules must be presented to the board for approval. If no rules are written or changed, then the previous year’s approved local rules will prevail. Each Divisional Director is responsible for the enforcement of both the local rules and Official Little League Rules. The League Vice President is responsible for local rules that are not division specific.
- Managers are required to maintain the maximum number of players on their respective team. Each manager having lost a player has 24 hours to notify the player agent, in writing, of the loss and reason(s) why. The player agent in turn will notify the league President so that a letter of release can be remitted to the player, per the Little League Operating Manual. The board will set the number of teams and the number of players per team, based on the number of players at the close of registration. Tournament teams shall be restricted to a minimum of 12 players unless voted by a majority of all board members. Based on the Little League Operating Manual, the following divisions will be played at Green Valley Little League:
- Senior Division - league ages 13-16
- Junior Division - league ages 12-14
- Major Division - league ages 10-12
- Minor Division - 8-11**
Note: 8-year-old baseball players must have board and manager approval before playing in the Minor division.
**Can request a waiver as per Little League rule.
Any player who refuses to be drafted to the next division of play, for other than safety reasons, shall be
ineligible to play for All-Stars for that season.
- Rookie Baseball-league ages 6*-8
Note: 6-year-old baseball players must have board and manager
approval before playing in the Rookie division.
- Any managers, coach, player, or spectator who is ejected, suspended, or removed from a game by an umpire or board member shall be disqualified from the remainder of the game and the next physically played game. A manager or coach shall have no contact with the team during the suspension. A player who is suspended is to leave the dugout area for the remainder of the game. Suspensions shall carry over into tournament play if at the end of the season pending board decision. Any player, manager, coach, etc. shall upon suspension, be required to go before an interleague disciplinary committee.
- An umpire must make the Board Member on duty aware of any warnings handed out to a manager and/or coach who will then note that infraction in the official score book for that game and also communicate any issues with players to board member(s) on duty so as to pass on info to proper director.
- Any manager, coach, player, or spectator who is ejected for a second time shall be required to meet with the board for further disciplinary action that may include removal from participation in Green Valley Little League activities for a period of time. In addition, this person shall remain suspended until the board meets to discuss the second ejection.
- Managers shall have the authority to bench any player for a valid disciplinary reason one time. An entry shall be made in the scorebook and signed by the manager and board member on duty. Any subsequent disciplinary action on that same player shall require board approval. Disciplining a player for tournament play shall require board approval. Players who arrive at the game site after a game begins may be inserted in the lineup if the manager so chooses. The manager is responsible to ensure the mandatory playing rules are met for each player.
- Game time limits: For Rookies and Minors, no new inning to begin after 1:45 minutes. The umpire shall announce the time limit end and the current inning will finish. Interleague rules will prevail if in conflict with local rules. In the Major division and above, all rules will be in accordance with the Little League Rulebook and there is no time limit.
- All Divisions participating in interleague play shall maintain a score book for all games (both Home and Away games). Team standings will be determined by overall record (including interleague games). A forfeited game will count as a game for that team’s overall record. Example: The forfeited team receives a “loss” in the score book.
- Selection of the All-Star Managers will be selected by the GVLL Executive Board of Directors, Selections of All-Stars will be made by the Managers and Coaches in each respective Division. Each Manager/Coach will vote for 12 players with the All-Star Manager selecting the remaining players from those who were not unanimously selected. The Executive Board has final approval of All-Stars.
- The league will recognize all division tournament winning teams and these teams shall receive an award of the league’s choosing (for example: trophy, shirt, pin, medal, or ring, etc.…)
- For the safety of all children and young adults who play for Green Valley Little League, no first names and/or initials will be allowed on their uniforms and caps.
- Green Valley Little League has adopted a “Zero Tolerance” policy against violence, bullying, unsportsmanlike conduct, destructive or disruptive behavior including, but not limited to foul language and bad attitudes shown by any player, coach, manager, or parent. An umpire, at his discretion, can discipline any of the above-up to and including ejection of said person. The Board Member on duty has the authority to control any spectator/situation at the game, or any player, coach, or manager after the game for their behavior, up to and including ejection from the facility. After an ejection, the board member on duty shall escort the ejected party off the premises.
- The board of Directors needs at least 1/3 (one third) of its voting members to have a quorum to conduct league business. For E-mail voting the Board of Directors needs at least ½ (one half) of its voting members to respond for the vote to be valid. In the event of a tie, the League President shall decide the outcome.
- Interleague rules will supersede all local bylaw rules.
